In order to qualify for permanent residence (Chinese green card) you have to meet the following requirements:
1. Married for at least 5 years to Chinese national 2. Subsequent to marriage, have continuously lived 5 years in China with absences of no more than 90 days per year; 3. A stable residence in China; 4. A stable source of income; 5. Certification of no police record from every country you have ever lived in; 6. Pass a Chinese background investigation; and 7. Apply in the city where your spouse maintains his / her hukou.
As a "PR" you cannot:
1. Vote; 2. Join the army; 3. Be elected.

Some inaccuracies:
1. Married to a Chinese national or a Chinese PR. 2. Five-year period must be subsequent to marriage and immediately preceding your application for PR. 5. False: Only from the countries where you have ever had citizenship or PR.

Thanks Joe.
For #5 Though, I'm pretty sure that one is straight from the books. Though it would be more practical "Only from the countries where you have ever had citizenship or PR. " I believe the actual regulation translates to: "every country you have ever lived in; "
I'll try to find a link and post it here if it would be helpful.

From the original Chinese version (and official English translation) it doesn't mention it. But from practical experience I can say that they do not ask for a police clearance letter from any country except that (or those) of your nationality or former PR status.
