According to the local PSB director here in Hangzhou, Zhejiang. People working and teaching in China will be put on national housing database by May/June 2008.
When you leave China and have your passport scanned your registered information will be viewable on the computer. Expired visas will be taken very seriously and the penalty will be non-negotiable. (10 Days in Prison and/or up to 500 RMB Per day no more than 5,000 Rmb Penalty) Penalties for expired visas will also extend to landlords.
