Hah - if you're reading the garbage on that site it is likely some old man trying to rattle-rouse the community cause either:

A. he got fired by a school for trying to marry one of his students.
B. was let go in favor of a younger person, probably blonde

I for one do not believe it!

From a perspective of visa processing:

We're processing about seven z-visas a week. I can tell you that at this very moment, it is false. There are many individuals who are coming to China for work born after 1983. There are a couple of blogs that suggest the possibility of a new policy that would require candidates to have been born before 1983. But we've seen nothing to suggest that this has been implemented.
