My husband has a Z visa and is applying for his residence permit. Until this is granted, he has been told he cannot leave China. He is concerned that, for instance, in the event of a serious emegency at home, he would not be able to leave. Does anyone know if this is correct?

Yes, this is true.

The z visa is only good for 3 months and is only a single entry visa. Once in the country, your husband should be registered with the local police, and undergo residence formalities usually within the first 30 days after arrival.
If he leaves before residence status is complete (for any reason) he will have to begin the entire invitation process all over again and re-apply for a work visa in the USA.

Once the residence permit is obtained and affixed to the inside of your husbands passport, the z visa is no longer valid and the expiry and terms of residence go by the residence sticker.
He can then come and go from China until the expiry or until his job ends with his present employer.
