Hi, I received a job offer from a language school in China. They said that they won't sponsor a Z visa before I get to China. They are telling me to come to china on a tourist visa and then they will get me the Z visa. Is this legitimate/common practice ?

It is not legal and will be nearly impossible for them to convert your tourist visa into residency status.
At the end of the day you will be responsible for fines not your school.
Tell them to give you the visa Docs up front or don't go.
If they do send them, use an agent like pandavisa.com
